Academy of Disaster Reduction and Emergency Management
The Purpose of the Academy Establishment
Currently, the reduction of the great losses caused by natural disasters and reinforcing of public security construction have been an arduous but significant task for realizing sustainable development all over the world. Therefore, in the 1990s, the United Nations launched the program of International Decade for Natural Disasters Reduction (IDNDR),later, at the beginning of this century, International Strategy for Disasters Reduction (ISDR). The Chinese government pays great attention to disasters reduction and public security construction. It has established the Emergency Office under the State Council as well as the National Disasters Reduction Committee to coordinate different ministries and the National Disasters Reduction Center of China (NDRCC) under the Ministry of Civil Affairs of China (MOCA).
Taking into consideration the general strategy of the science and technology system for public security, which is involved in the national medium and long-term science and technology development planning, as well as the relevant principles stipulated in the Emergency Management Plan, which is set by the State Council and the national disasters planning made by the National Disasters Reduction Committee, the Academy of Disasters Reduction and Emergency Management (ADREM) is set up at Beijing Normal University (BNU) in 2006, which is authorized by the MOCA and Ministry of Education of China (MOE). By taking advantage of the advanced science and technology research achievement and talent cultivating mechanism of both NDRCC, MOCA and Key Laboratory of Environment Change and Natural Disaster, MOE, the Academy will strive to be a national research base and talent cultivating center for disasters reduction, risk governance and emergency management in China.
The Aims of the Academy
As an open research institute, the Academy makes the best of advanced science and technologies as well as databases, models and related research results both home and abroad. It organizes experts from relevant institutes and universities to carry out researches on disasters reduction, risk governance and emergency management:
1. Set up Integrated Demonstration Regions for Disasters Reduction and Disasters Risk Management in Typical High Risk Regions
According to the regional development planning of China and the natural disasters regionalization, several high-risk regions will be selected on the base of integrated disasters risk management theory. Integrated Demonstration Regions for disasters reduction and disasters risk management at community level will be set up to deal with natural disasters, such as flood, drought, sand storm, typhoon, earthquake, landslide, debris flow and so on.
2. Develop Simulation Systems for Natural Disasters Emergency Plans
Applying modern information technique, the academy will establish databases for different natural disasters. By using simulation system and technology, the Academy will construct simulation systems for major natural disasters, simulation systems for natural disasters emergency plans and integrated disasters experiment bases. With regard to the possibility of the occurrence of natural disasters, the Academy will, based on the principle of history recurrence, set up disasters emergency response systems so as to make out disasters emergency plan.
3. Develop Natural Disaster Monitoring System and Disaster-reduction Ability Evaluation System
Taking advantage of 3S technology and network information management system, the Academy will construct major natural disasters monitoring and situations assessment system, regional disasters reduction capacity assessment system, systems for major natural disasters and situations field sample survey and risk assessment, as well as systems for integrated natural disasters risk assessment in high-risk zones.
4. Improve Policies and Regulations Systems for Disasters Reduction and Emergency Management
With regard to the policies and regulations on disasters reduction and emergency management urgently needed by governments at different levels, the Academy will strive to improve policies and regulation systems for disasters reduction and emergency management through absorbing advanced management experiences both home and abroad and holding various forums, workshops and seminars.
5. Construct a National Educational and Training Center on Disasters Reduction and Emergency Management
Based on modern network technology, the Academy tries to improve educational and training systems for disasters reduction and emergency management, develop comprehensive risk assessment standard, push the establishment of evaluator system for integrated disasters risk assessment, promote the construction of integrated risk management teams, and form the national educational and training center on disasters reduction and emergency management.
The Organization Structure of the Academy
The Academy consists of board, scientific committee and standing committee. The board is the highest decision-making organ, and the scientific committee is the assessment and consultation organ for the Academy’s academic orientation, scientific projects and productions, while the standing committee deals with routine works of the Academy. The president will administrate the Academy under the lead of the board.

Institute of Disaster and Public Security
The Institute of Disasters and Public Security (IDPS) was founded in March, 2004, whose root can be traced back to China Laboratory of Nature Disasters Monitoring and Prevention under BNU in 1989. The main research fields include spatial and temporal patterns of regional natural disasters, natural disasters risk assessment model and risk management, formation mechanisms of major natural disasters, natural disasters dynamics, regional disasters reduction strategies and measures etc. Presently, the Institute is taking on more than 10 scientific research projects, including projects of National Key Technology R&D Program, National Nature Science Foundation of China (NSFC), international cooperation as well as the entrusting party. Among them, Sino-French project, Sino-Austrian project and Sino-Japanese project focus mainly on the flood research, Sino-Swiss project is mainly conducting research on catastrophe risk management, and the project funded by NSFC focuses on research on formation mechanisms of natural disasters, risk management model and regional differentiation of natural disasters.

The Institute of Drought and Blown-sand Disasters was founded in May, 2006, whose root can be traced back to the China Center of Desert Research under BNU and the Institute of Desert and Dry land Resources under the College of Resources Science and Technology of BNU, in 2000. The main research fields include the formation mechanisms of drought and blown sand disasters, the prevention and control technology of drought and blown sand disasters and the emergency management of drought and blown sand disasters. At present, it presides over one National Key Technologies R & D Program of China, one Key Program and four General Programs funded by the NSFC, one New Century Excellent Talents Program supported by MOE and three provincial and ministry level science and technology programs.

Institute of Spatial Information Science and Technology
The Institute of Spatial Information Science and Technology was founded in May, 2006, whose root can be traced back to the Research Center of Resources Information Science and Engineering under BNU in 2000, the Key Laboratory of Spatial Information Engineering under BNU, the Research Center of China Urban Development under BNU and the Institute of Resources Technology & Engineering under the College of Resources Science and Technology of BNU in 2003. By comprehensively utilizing spatial information technology, especially the 3S (Remote Sensing, Geographical Information System, Global Positional System) technologies, the Institute mainly conducts researches on disasters remote sensing and monitoring, disasters effect assessment and emergency management, resources and environmental remote sensing monitoring, spatial information engineering and digital cities, etc. The Institute has carried out about 20 projects, including National “863” Program, National “973” Program, National Key Technologies R & D Program of China, NSFC Programs, etc.

Key Laboratory of Environmental Change and Natural Disaster of MOE
The Key Laboratory of Environmental Change and Natural Disasters of MOE, authorized by MOE in June 1994, was formed on the basis of Cenozoic Paleogeography Laboratory under BNU (founded by Academician Zhou Tingru in 1964) and China Natural Disasters Monitoring and Reduction Laboratory under BNU (founded in 1989). The Laboratory mainly studies vulnerable environment of marginal ecological system at the farming-pastoral zone of North China, aiming at exploring the dynamic and non-dynamic mechanism of coupled human-environment system interaction on regional scale, the law of soil erosion, disasters formation and environment change, as well as disasters information system, etc. The Laboratory has carried out plenty of projects, including the “973” National Basic Research Program, the “863” National High Technology Research and Development Program, NSFC Key Program, Distinguished Young Scholars of NSFC, Key Technology R&D Program, etc.

Research Center for Disaster Reduction and Emergency Management Policy
The Center is formed on the basis of the Institute of Social Development and Public Policy under BNU. It will focus on fields of disasters reduction and emergency management policy, vulnerable people in disaster areas, medical sanitation, community construction, the health of the elderly, household policy, social relief and national disasters reduction capability development, etc.

Research Center of Spatial Technology Application in Disaster Reduction
The Center is formed on the basis of Department of Remote Sensing under NDRCC. By using “3S” (RS, GIS, GPS) technologies, it will mainly focus on comprehensively monitoring and controlling the integrated stages of all kinds of disasters, i.e., pre-disaster stage, mid-disaster stage and post-disaster stage, especially floods and typhoons. Aiming to provide scientific foundation and technique support for integrated disasters prevention and reduction as well as emergency decision-making, the research field, will involve disasters pre-alarming and prediction, real-time monitoring, loss assessment, emergency management, decision-making support, etc,.

Research Center for Disaster Reduction Hyper-base
Disasters Reduction Hyper-base Center is formed on the basis of Disasters Reduction and Emergency Simulation Laboratory, cooperatively founded by Beijing Normal University and American SGI Company. By applying computer simulation technique, it will carry out scientific simulating analysis of natural disasters monitoring system model to validate the data of information integration system. Researches on visualization of disasters process simulation and its application will also be conducted.

Training Center for Disaster Reduction and Emergency Management
The Center is formed on the basis of Key Laboratory of Regional Geography under BNU. Its main tasks include constructing natural disasters database and digital map information system, revealing spatial-temporal patterns of regional natural disaster, carrying out regional disasters reduction education and training as well as compiling primary education textbooks, teacher’s books and CDs named Natural Disasters and Their Prevention and Control. National and international cooperation and exchange on disasters reduction education will be also carried out.

The Faculty and the Graduate Cultivation
The Academy now has 28 full-time and 22 part-time faculties. Among the full-time faculties, there are 14 professors, 7 associate professors and 7 lecturers. 26 of the full time faculties have doctor’s degree.
The Academy has the qualification of educating masters and doctors, as well as authorizing degrees. And there is also a postdoctoral station. The Academy recruits Ph. D. candidates in the majors of Natural Disaster, Physical Geography, Map and GIS, Land Resources Management. The Academy also recruits master candidates in the majors of Natural Disaster, Physical Geography, Map and GIS, Land Resources Management, Photogram and Remote Sensing, Cartography and Geographical Information, Disaster Prevention and Mitigation Engineering, and Water-soil Conservation and Desertification Prevention.
There are presently 7 post-doctors, 58 Ph. D candidates and 51 Master candidates studying in the Academy.
The Academy is now taking on 20 national key scientific research projects, 70 projects funded by the state or ministries or provincial governments. Besides, there are 10 international cooperative projects with countries of Japan, USA, France, Germany, Austria, Korea and Malaysia, etc.
