A Message from the Dean of College of Education Administration
Dear friends,
Founded in 1981, the College of Education Administration (CEA) of Beijing Normal University (BNU), is a leading college in education administration and policy study in China, consecutively and consistently rated in the Top One for teaching and research in the discipline of education economics and administration, with an enviable record of close links with the schools and the governments at different levels. CEA is the first college to provide doctor program in education economics and administration. It has some 240 master and doctor graduates in 2005. At same time, CEA is also directly under leadership of Ministry of Education as National Training Center for Primary School Principals and North China Education Administrator Training Center. In 2004, College of Principal Training of BNU was established on the basis of two national training centers. It aims to provide high quality training for the principals in order to meet the new demand from the principals in the context of the 21st century education reform. Now it trains some 1200 school principals and other education administrators per year by the participatory, school-based way.

About College of Education Administration (CEA)
College of Education Administration (CEA) of Beijing Normal University (BNU) was founded in 1981. Prof. Gu Mingyuan, One of the most famous educators in China, took the founding dean of CEA. CEA is also the National Training Center for Primary School Principals, the North China Training Center for education administrators and the Principal Training College of BNU. It is under joint leadership of both MoE(Ministry of Education) and BNU. As both a leading college of education administration and policy study and a national training base of principals and education administrators, CEA's distinguishing feature is to unify the teaching, research, training and consulting service together.

CEA consists of the Institute of Educational Development, the Institute for Economics of Education, the Institute of School Leadership and Management, the Institute of Higher Education Administration, Office of College Affaires, Training Division, Teaching Research Division, International Exchange Division and the Library. CEA provides two Master programs (Educational Economics and Administration, Higher Education Administration) and two Ph.D. Programs (Educational Economics and Administration, Higher Education Administration). The number of graduate students at both master and doctoral levels has reached 240 in 2005. CEA is the first college to provide Ph.D. programs in education economics and administration in China. At present, Educational Economics and Administration is Beijing's key discipline, which has ranked the top one for six consecutive years in the discipline ranking in China.

CEA, as a national training center, provide a variety of professional development programs and in-service training. A large number of education administrators, principals of primary & middle school (including Hong Kong and Macao principals) and university administrators have been trained by CEA. The total number has reached 30,000 persons, with the average of about 1200 persons and 25 training courses per year.

All the people in CEA keep BNU' s motto (Learn to be a master and act to be a model") and CEA' s motto (Unity, Diligence, Down to earth and To be committed ) in mind and are committed to increase significantly of knowledge and understanding on the education administration and policy making, to equip graduates and school principals to make an important contribution to the education practice, to bridge theory and practice through research, training and consultancy.

Overview of the Research of CEA
As a college in a research university, CEA attaches great importance to the research. Research permeates our entire culture and links closely with the teaching and training. This synergy of research and teaching benefit both the staff and the students and ensure our research and teaching high quality. CEA is consecutively and consistently rated in the Top One for teaching and research in the discipline of education economics and administration in China. As the leading college in education economics and administration in China, CEA's goal is to strengthen our international cooperation to make our college a world wide well-known college in education economics, administration and policy study.

CEA consists of the Institute of Educational Development, the Institute of Economics of Education, the Institute of School Leadership and Management, the Institute of Higher Education Administration. These institutes ensure our research with a particular feature of interdiscipline and collaboration. Since the year of 2001, CEA has more than 30 national and provincial key research projects, more than 30 collaborative projects from the governments and the schools. CEA also has a close link with World Bank, UNICEF and DFID, etc. and undertake many research and consultancy work for these international organizations.

Institute of Education Development(IED)
Our institute Institute of Education development, established by Beijing Normal University and National Center for Education Development Research as a research and teaching organization, mainly focuses on the overall, strategic and forecasting issues, especially about educational structure and institutions in the process of education reform and development. Its priorities are the education development strategies in national and regional levels, and cooperating with international organizations to practice comparative studies, as well as based on such studies to discuss about the unique approaches to realize further improvements of Chinese education, and about the strategies and system to promote the coordinated, harmonious, and sustainable developments.

Our mission
We pursue the aims, by insistent endeavors, of positioning our institute as one of the national top research organizations for education development in the next few years, of producing a series of high quality research results with national and international impacts, and of providing references for making education policy and decisions in national and regional levels. In order to achieve such ends, recently, we will especially research on Chinese educational developing indicators, local education development strategies, Chinese higher education development strategies, comparative studies on educational legislation and modern school system.

Institute for Economics of Education(IEE)
Our Institute

The research of economics of education and education finance has a long history in BeijingNormalUniversity(BNU). The first master and doctor program in economics of education and education finance were initiated in BNU. IEE, based at the College of Education Administration, seeks to undertake broad and systematic research in economics of education and education finance.

The aim of Institute for Economics of Education is to pursuit excellent research in this discipline, to innovate the knowledge, to serve the government, school and other institutions. There are five research strands in our institute: education finance, economics of school management, economics of education policy, education and labor market and personnel economics.

Our Mission
The mission of Institute for economics of education is to deepen the understanding of education sector, education and economy in the perspective of economics, to bridge the economics with the education policy maker and the educator.

Our Program

Master of education economics aims at creating the education policy analyst, school management consultant, human resource manager and the government official. The program provides micro- and macro-economics, economics of education, education finance, labor economics, personnel economics, cost benefit analysis, econometrics, research methodology, school management, school effectiveness, etc.

Doctor of education economics aims at creating the academic researchers in economics of education and education finance. The program provides some lectures in the frontier of each research strand and senior academic discipline.

Institute of School Leadership and Management(ISLM)
Our Institute
The Institute of School Leadership and Management was based at the College of Education Administration at Beijing Normal University is dedicated to the study of contemporary primary and secondary school management issues as well as theoretical foundations of school management.

The aim of Institute of School Leadership and Management is to build knowledge in a broad range of disciplines to enable educational management to construct as an academic area.There are five basic research focuses of the institute, school leadership in both general and curriculum scheme, school strategic research in both management and planning, quality of school in both management and evaluation, sociology and psychology of school development, teachers' development in both career and mental health conditions.

The Institute of School Leadership and Management is leading the role of the research of primary school studies in China. Institute will launch a blue-cover-book each year for the management situations and developments of Chinese primary schools.
Our mission
The mission of Institute of School Leadership and Management is to create useful academic knowledge of school management based on multi-methodology in cooperating with school practitioners, education officials as well as our energetic resource-graduate students.

Institute of Higher Education Administration (IHEA)
Institute of Higher Education Administration (IHEA) is one of the four institutes in the College of Education Administration at BeijingNormalUniversity.IHEAserves as a center for teaching, research, and service pertaining to higher education administration.Research covers such topics as leadership development, faculty performance and development, quality assurance, the outcomes of post-secondary education, college student experience, and others.We offer graduate degree programs in Higher Education Administration and Student Affairs in Higher Education Administration.The programs include preparation at the master's and doctoral levels for students who plan to achieve leadership positions in higher education and related fields.
Master of Education (Ed M) in Higher Education Administration (HEA)
The Master of Education (Ed.M.) degree in Higher Education Administration prepares students for entry-level administrative positions at colleges and universities in such areas as teaching and learning support services, human resource services, and student services.Our HEA program stresses a core of knowledge in general higher education, administration, research methods, and leadership development. This program requires a minimum of 36 semester credit hours.
Master of Education (Ed M) in Student Affairs in Higher Education (SAHE)
The Master of Education (Ed.M.) degree in Student Affairs in Higher Education Administration prepares students for entry-level administrative positions at colleges and universities in major areas of student services, including advising, admissions and enrollment management, career planning and placement, discipline, student financial aid, student activities, and residence life.Our SAHE program is the first professional degree program in student affairs in China; it stresses a core of knowledge in general higher education, student affairs administration, research methods, and student leadership development. This program requires a minimum of 36 semester credit hours.

Doctor of Higher Education( PH.D)

The doctor of higher education degree prepares students for the academics in higher education research. Under the good guidance of our staff members, student can have very good academic development along the frontier of the area.

Professional Development
As a research-oriented college in education economics and administration, CEA also gets funding from Ministry of education directly for the professional development of education administrators and principals. From this perspective, CEA is NationalTrainingCenter for Primary School Principals, North-ChinaTrainingCenter for Education Administrator, College of Principal training of BeijingNormalUniversity. We provide training programs for principals at different levels. We also provide training programs for the director of education bureau and education inspector at different levels. Based on our research, we also provide training for university administrators. For the time being, we have provided the training programs for about 30,000 principals and education administrators from all over the country.
Training Innovation and International Cooperation
CEA, as a national training center, undertakes the task to innovate the training module. We implemented the School Development Planning Program funded by UNICEF in the past five years and are initiating a new five-year plan. We seek to have more cooperation with international organizations on the broader area of the training.

International Exchange and Cooperation
As the leading college in education economics and administration in China, CEA seeks to strengthen the international academic exchanges. We believe international exchanges and cooperation is one of the most prosperous areas to a research-oriented college in a globalized era. International cooperation and exchanges will benefit the participant as well as the world.We have links with about 20 education schools from the United States, the United Kingdom, Canada, France, Germany, Australia, Japan, Belgium, Denmark, and so on. The faculty of college undertakes many research and consultancy projects for international organization, such as World Bank, UNICEF and DFID, etc. Currently, we are doing the impact assessment for World Bank and DFID's Bilateral project of Basic Education in Western Area Project. The college is also the coordinator of UNICEF Project program on School Development Planning in western area in China.
