教育部基础教育质量监测中心世行IDF项目咨询服务需求招标公告

        一、招标项目简介
        1、项目名称
        省级基础教育质量监测能力建设

        2、项目概况
        《省级基础教育质量监测能力建设》项目由世界银行机构发展基金提供25万美元赠款支持,由教育部基础教育质量监测中心组织实施,自2010年6月开始,预计实施时间为30个月。项目旨在通过对若干个样本省(市)教育质量监测相关人员的培训与指导,使之具备独立实施教育质量监测的能力,进而指导各样本省(市)监测工作的开展及本区域教育质量监测网络的建立。项目的最终成果是期望形成一套可供复制的教育质量监测能力培训模式,以期在更大的范围内推广,为建立我国教育质量监测体系奠定基础。

        项目的具体活动包括:(1)省级基础教育质量监测与评估能力诊断调研;(2)编制培训计划,开发培训材料;(3)参与式培训;(4)在两个试点省开展监测与评估;(5)项目总结与个案经验的推广。

        教育部基础教育质量监测中心的具体项目管理办公室将对项目的执行进行督促与协调。

        3、为项目提供的咨询服务范围
        编制培训计划、开发培训材料、实施参与式培训,指导两试点省实施监测与评估,即上述活动中的(2)、(3)、(4)三项。

        二、投标教育研究机构的资格要求
        1、拥有教育统计与测量和教育评价等相关学科背景的专家;
        2、开展过与基础教育质量监测与评估相关的活动
        3、从事过与教育督导与评估相关的培训活动。

        本中心对咨询服务的具体要求及有关详细信息请参考附件任务书。

        三、欲参加本次招标活动的申请机构可自2010年8月17日起向招标人报名,报名时提供以下材料:
        1、证明符合投标资格的陈述材料。
        2、承担此咨询服务的方案。

        四、投标文件应于2010年8月31日之前递交到教育部基础教育质量监测中心,迟到的文件将被拒绝。

        五、中标机构将于2010年9月6日于北京师范大学主页公示。

IDF Grant for China: Building Provincial-level Capacity on Monitoring the Quality of Compulsory Education
 
 
Component 2-4:Design Training Program and Development Training Manual, Participatory Training and M&E Pilots in Two Selected Provinces

1.      BACKGROUND
 
After significant efforts during the last two decades, China has provided free compulsory education (CE) for all children since 2006. At this time quality improvements is the major concern. Therefore monitoring and evaluation (M&E) of the quality of educat ion has become a priority in the government's agenda.
 
The Ministry of Education (MOE) set up the National Center for Basic Education Quality Assessment in 2007. The center has set up five provincial centers recently with the purpose of establishing a nationwide quality monitoring network. The National Center had kicked off its business through designing some assessment tools and doing piloted evaluation in selected areas. The major challenge faced so far is the weak capacity at the local levels.   
 
To improve the quality of CE, the center mandated the responsibilities of monitoring the quality of basic education nationally, and had been providing technical support to the local governments in this area. The grant will support the center to explore a good way to build M&E capacity at provincial level. This is a fundamental work to establish a national M&E network.
 
The World Bank has given an Institutional Development Grant to NAEQ to assist China to strengthen M&E capacity in compulsory education at provincial level. The activities for which the Grant is given are as follows: 1) diagnostic study of CE M&E practice at province level, 2) design training program and development training manual, 3) participatory training, 4) M&E pilots in two selected provinces, 5) and consultation and dissemination of the case studies.
           
The Project Implementation Division from NAEQ will help supervise this work and coordinate this study.
 
2.      OBJECTIVES
 
The general objective of the implementation of these components is to increase provincial-level capacity in Monitoring Education Quality based on the Needs Assessment and Policy Analysis conducted in the previous component.
 
The specific objectives of these components are:
 
2.1  To upgrade all of the project provinces’ basic knowledge and skills in developing M&E tools, in implementing M&E as well as in data analysis and reporting;
2.2  To support 1 to 2 project provinces to develop their own monitoring tools, implement the monitoring work, analyze data and build their own monitoring models;
2.3  To build the project provinces’ capacity in identifying the factors hinder the progress of education quality monitoring work so that the local government can use these findings as reference when they plan to improve the situation. 
2.4  To disseminate the research results of 1 to 2 provinces to wider areas.
 
3.      TASKS
 
The provincial expertise from the government, local inspection office, schools and other related institutions will work closely with this professional institute to conduct following activities:
 
3.1  Based on the survey results, design and revise the training program outlining the different training objectives, courses, schedules, assessment methods for different target groups through consultation and workshops;
3.2  Develop and finalize the training manual and other training materials for different target groups through consultation and workshops. The training manual and other materials should closely be based on the present M&E situation in China, containing the latest theories and practices related to M&E in the international world, and they should be divided into three levels: (1) basic; (2) intermediate and (3) advanced. Implement different level of training according to different targeting objectives. All the training should be participatory and completed on time according to the whole project action plan.
3.3  Conduct training programs on basic knowledge, theories and skills for M&E targeting the local government officials who are responsible for basic education and inspection, education researchers and practitioners, staff of provincial monitoring centers, using the manual and other materials developed in this project.
3.4  Conduct training programs on intermediate knowledge and technology for M&E targeting inspectors, researchers, staff of monitoring centers and local government officials.
3.5  Conduct training programs on advanced knowledge and technology for M&E targeting staff of the provincial monitor centers, plus inspectors, researchers and practitioners, and local government officials.
3.6  Assess each training program on the basis of training content, method and administration by questionnaire which should be compiled previously and can be filled by all trainees at the end of the each training program. Analysis the data collected through the questionnaire and report the findings on the investigating items such as raining content, method and administration and so on.
3.7  Inspect the conducting of pilots in two provinces. Instruct provincial experts to develop M&E tools, implement M&E, carry out data collection, entry and analysis, and produce report. Help provincial people resolve the problems and answer their questions in time during the process of pilots, and give them feedback at some appropriate time points.
3.8  Evaluate the two pilots. Report the evaluated outcome about how to build the  provincial capacity on M&E. The report should include the conclusion drew in the training program assessment and findings in the pilots to illustrate what can be the suggestions to disseminate the results to wider areas and how to implement.
 
4.      DELIVERABLES
 
4.1  A set of training manual for training of trainers, including the training outline and PPTs.
4.2  A set of monitoring tools for 2-3 provinces which will cover all the subject areas.  
4.3  A set of records, reports and other related documents which will be developed during the education quality monitoring for 2-3 provinces.
4.4  Program summary report.
 
The deliverables listed above must be in both Chinese version and English version and submitted to NAEQ within the time framework.  Any power point presentations should also be provided in electronic format.  Materials for the NAEQ web site will also be provided.
 
5.      TIMELINE
 
5.1  Sep. to Nov.2010, design the training program and develop training manual
5.2  Dec. of 2010 to Sep. of 2011, conduct three to four participatory training workshops
5.3  Oct. of 2011 to Jul. of 2012, conduct pilots in two provinces
5.4  Aug. of 2012 to Oct. of 2012, program summary report compiled and finalized
 
6.      QUALIFICATION
 
The local consultant firm should have rich experiences in education M&E both in academic and practices. The main experts should have doctoral degree in relevant areas such as education measurement, students’ assessment and education evaluation. This team should have strong capacity in developing materials and conducting participatory training.
 
Selection of local consultant firms should be conducted in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers,dated May 2004.
 
Interested parties should be evaluated based upon qualifications, experience and knowledge of doing research using either similar methodology in the area of interest.
 
7.      REPORTING
 
The consultant firm should report to NAEQ and at the same time under the monitoring of the project management team from World Bank. NAEQ will provide the necessary conditions and supports to implement this project.
 
8.      PAYMENT
 
For Services rendered pursuant to Annex A, the NAEQ shall pay the Contractor an amount not to exceed130,110 USD.  This amount has been established based on the understanding that it includes all of the Contractor’s costs and profits as well as any tax obligation that may be imposed on the Contractor.
