China is one of the countries that are seriously subject to a variety of hazards. In the last forty years, the losses caused by the seven kinds of disasters related to the meteorology, ocean, flood, earthquake, geology, agriculture and forestry account for 3-5% of Gross National Product. The death toll from these disasters is about several ten thousand every year on average. In the long term, the China government thinks highly of the hazard research and disaster reduction, and now the mitigation of the disasters is regarded as the elementary national policy.
